There was a discussion on this, which largely panned off into a user-scripts party :D! But in all seriousness, I think we need this. Without user scripts, which I dislike for various reasons. Typing out <kbd></kbd> is a really big pain, and makes me flinch every time I'm in Firefox or another chrome user without the script.
An average image posted in a question or answer has roughly 500kb. Sometimes a few images are required to explain an issue or answer to illustrate the steps of a solution. The size of a single .blend file can be easily exceeded by posting multiple images.
Having that said,

I have now enabled highlighting of code section by default - using the default of python.
From the few posts I have looked at that do have python, it looks good. Let me know if there are any issues with this.
I think it'd be nice stay audio free, text's much easier to translate too.
Sometimes step by step instructions are unreasonable/too-verbose. In such cases we can already use APNGs & GIFs, as shown in in this awnser.
We could use some API queries to get real numbers on those questions, rather than judging the state-of-affairs by how things appear to us. (prone to confirmation bias)

I know enough about a topic to feel my vote is a good indicator for other users.
This mechanism is already in place. When you see an answer like that, click the "flag" button and select "it needs ♦ moderator attention > not an answer". Optionally, you can leave a comment explaining why the answer should be a comment. This will alert a moderator1. Moderators can convert the answer to a comment if they see fit.

Yes, big thanks to @GiantCowFilms for stepping up. Without seeing the stats for blend-exchange and analytics for BSE it's tricky to establish how much having a convenient and permament .blend hosting feature available has contributed to the firm growth of BSE. I would be surprised if the effect was negligable.

I can see how it could be useful, but in general I would have to say no, we should not enable it.
I feel that having this tool could potentially encourage more tutorial-style answers, which we should generally try to discourage. Most questions and answers on this site should be simple enough to be answered with text and screenshots.
